The SLFNHA Developmental Services department provides children and youth allied health services to the 31 communities in the Sioux Lookout First Nations Health Authority catchment.
The Finance Clerk-Purchasing is primarily responsible for the purchasing activities, including but not limited to, ordering items for children, youth and families, being referred to Developmental Services. The incumbent will utilize expert knowledge and experience to purchase goods and services that meet quality requirements and specifications at the most favorable price for Developmental Services, while simultaneously building and maintaining strategic relationships with key suppliers and contractors. Activities include but are not limited to: completing all purchasing requests to ensure SLFNHA is obtaining the best pricing for products and goods required, analyzing suppliers to determine best fit, and preparing, analyzing and negotiating requests.
The Finance Clerk – Purchasing will report to the Program Manager of Developmental Services.
This is a Term position ending approximately late 2024.
• Persons of First Nations ancestry will be given preference (OHRC, Part II, Special Employment)
• Minimum Grade 12 and/or post-secondary education in a business field or equivalent working experience; Diploma/Certificate/Degree in a business-related field would be an asset
• Experience in the use of email, internet and Microsoft Word, PowerPoint, Excel and finance software systems.
• Minimum one to three years’ experience in business or related field is an asset.
• Experience working with First Nations communities in the Sioux Lookout Zone would be an asset.
• Knowledge of the remote/isolated communities and the health priorities of the First Nations communities in the Sioux Lookout Health Authority catchment area.
• Ability to communicate in one of the First Nations dialects of the Sioux Lookout Zone would be an asset.
• The ability to perform the requirements of the position on a regular basis.
• Responsible processing of all purchase orders/purchase requisitions for all Developmental Services purchases of items needed for clients under Jordan’s Principle.
• Inputting all items on tracking sheet, and other additional information such as: order date, shipping information, date provided to clients with signature of receipt.
• Liaise with clinical supervisor and clinicians to identify best suited items.
• Liaise finance team to ensure correct procedures are followed regarding purchasing policies.
• Develop the strategic plan for centralized purchasing/procurement of materials, equipment, machinery and services required for clients under Jordon’s Principle.
• Ensure procurement activities achieve established goals and assist all other functions in the department in achieving their quality, schedule and cost goals.
• Ensure required knowledge of the supply market, industry and business environment trends to provide the department with advices and identify opportunities to improve the business.
• Build external and internal business relationships to gather information, identify market and industry trends, build partnership and alliances to support and facilitate the department’s objectives and plans.
• Negotiate requests for equipment, commodities, supplies and services from suppliers and sub-contractors to acquire high quality products and services at lower costs.
• Manage negotiations with suppliers and contractors.
• Maintain a high code of ethics and conduct.
• Manage department budget to assure financial goals and objectives are met by monitoring, negotiating and approving purchasing contracts and expenses.
• Ensure the development and maintenance of work-systems, negotiation methods, goals and objectives, management systems, teamwork, and resource management.
• Ensure effective procurement activities to meet the requirements and needs of Developmental services.
• Other duties shall be assigned as required.
• Must be willing and able to work flexible hours.
• Required to work days, sometimes evenings and weekends, if necessary.
• Overtime as required.
